Feature – Improving Policy Dialogue In Ukraine’s Energy Sector : Moving Closer To The EU

“The law on the natural gas market is not only legislation adopted in accordance with EU Directives; but is also one written in close co-operation with the government, business, civil society organizations and the Energy Community Secretariat” – says DiXi Group president Olena Pavlenko.

Today civil society is among the major forces pushing for reforms in Ukraine, and the energy sector is no exception. This sector of the Ukrainian economy has always been especially corrupt, so one of the major successes in the battle for reforms was achieved by civil society when a new law on the natural gas market was adopted in April 2015. The law was drafted in close cooperation with the Ukrainian government, state-owned oil and gas company Naftogaz, and the Energy Community Secretariat. But there was one more important actor involved in the of drafting of this law – civil society represented by the “Energy Reforms” coalition and the NGO DiXi Group, a member of the coalition and a  leading Ukrainian think tank. DiXi Group’s main aim is energy policy analysis, and it is a major stakeholder in the EU-funded project “Improving implementation of Ukraine’s commitments within the Energy Community through enhancing impact of civil society.”
